As part of their Draft Local Transport Plan Your local authority should have drawn up a local Cycling Strategy. This should reflect the National Cycling Strategy with local conditions and opportunities taken into account.

Our experience in Bristol was that the local cycling officer produced a few photocopied sheets with lists on them which certainly did not amount to a strategy document. In frustration our reply was an alternative cycling strategy based on the useful guidance in the National Cycling Strategy and other sources like the CTC's Bikeframe.

This alternative document was used as the basis for consultation and around half of it ended up in the final document, which, unfortunately is not available on the web without downloading the entire Bristol Transport Plan.
